qcom-common: Set power modes in recovery * If we don't configure the power modes, RPM may hang on shutdown. This was causing the system to assume LPM mode when exiting recovery on 8660. * Fixes QSDB-42 Change-Id: I0615acbe30a1592750b7d6d019048320dc2104c9
