shooter-common: remove WiMAX and update for 4.3 Currently results in an NPE when calling startMonitoring for the WIMAX tracker, which prevents the Connectivity Service from starting. Disable the wimax network attribute until it's fixed. Change-Id: Ie58e7f235cba728cff1e7e39f3a00410d38f956f
