sepolicy: per_mgr: Allow services to find peripheral_manager. mediaserver and per_mgr_proxy can now correctly talk to service manager in order to get the information needed to initiate the binder call to peripheral manager. Change-Id: I3f270970e152a20ab5abb5f354b6e4d4b6eb3698
