sepolicy: recovery: Permissions for UFS devices. Allow recovery to talk to the UFS driver in order to switch between boot LUNS. This is needed for UFS based devices. Also allow recovery to raw write to the non-hlos partitions. Change-Id: Id788b7879cd0430781a4d69363d42384e1fdccaa
