gps: Simplify guard makefile * USE_DEVICE_SPECIFIC_GPS != true is implied by $(project-path-for,qcom-gps) == $(my-dir) * TARGET_GPS_HAL_PATH is deprecated * Makefile already checks for 8960, 8064, 8974, 8084, 8916, so the QCOM_BOARD_PLATFORMS check is redundant as well.
